Hi Roger,
I don't know how many turns this transformer has on the primary or secondary, so I wouldn't be able tell you the voltage a cross the secondary. The tech sheet I have in my possession was written in Chinese (Or Mandarin). I can tell you that I see 200 twice. Hopefully this helps.

A: Yes, but you would also need to swap the mother board as well.

A: Yes if its bad it does need to be replaced. I think in your case you need a new screen.
